It appears that Legacy has begun a new traffic study located at Via Conejo and Via Pato.
This device was installed on or before November 19th and then came down on November 20th. Here’s what is problematic about that timeline:
It is important to note that this traffic study occurred while Orange County was in the “purple tier” of California’s COVID-19 restrictions which greatly affect the travel patterns of the neighborhood. Additionally, the state mandated a limited stay-at-home order on Nov 19th. The work and school restrictions alone create an obvious reduction to the amount of travel on our streets. We know it is impossible to complete an accurate traffic study during this time and have made our attorneys aware of the situation.

Excellent detailed traffic study posted on the Orange County web site. Very detailed with several different models including comparisons with other like-minded developments. Since COVID-19 changed many people’s work habits, the resident traffic mostly has been and will remain reduced. Many people have exited the workforce, and many companies have allowed workers to continue indefinitely work-from-home. Today’s technology of high speed internet, web conferencing, and the like, has made this all possible. Although some people will go back to a daily office commute, one can expect the traffic by residents will be less than in the past. Also with respect to the proposed development itself, residents will travel less than the average COTO resident, given the active-senior model of the proposed demographics. The traffic study doesn’t take into account the reduced resident traffic due to the continued work-from-home or hybrid working model that reduces the traffic load. Excellent study, though, and a valuable addition to the overall project analysis.
